We're doing it!

The newly elected Board of the SRRA voted to move ahead with the road improvement plan as discussed at the Sept 17th Open Meeting. Very exciting!!!

Work will begin on October 16th and should be concluded by the end of the day on the 19th. The road WILL be passable in an emergency, but the road will be closed during this period. There will be further information sent out on how the community should manage their travel to and from their homes on those dates.

The results of the general election for Officers and the follow up meeting yielded the following line up for our Board:

President: Jim Garland, (Spur Ranch Road)
Treasurer: Bob Holzer (Rancho San Lucas Development)
Secretary: Kerry Armour (Rancho San Lucas Development)
Ombudsmen At Large:
Ron Billingsly (Tierra Colinas Development)
Al Webster (Silver Saddle)

A random drawing of straws has Kerry and Ron serving a 2-year term and the remainder serving 3-year terms.

SRRA Officer's Election

The candidates for the SRRA directors’ election today are: Kerry Armour, Ron Billingsley, Bill Davis, Jim Garland, Bob Holzer, Susie Schoenfeld, Al Webster, These names are subject to change (e.g., if a candidate changes his or her mind). Also, the ballot you will receive tomorrow has provisions for additional write-in candidates.  You will be asked to vote for no more than five candidates.

Update on the Spur Ranch Road Association General Meeting

The Meeting will be held this Saturday, Sept. 17, 3:00-5:00pm in the Eldorado Community Center. The meeting room is located on the far left in the main building.

The primary purpose of the meeting is to conduct an election for the association directors (who will hold two or three year terms). Here is some additional information:
1. How to become a member of SRRA: If you are in a homeowners’ association you are automatically a member, unless you opt out. If you are not in an HOA, then you should notify me by telephone (466-8833) or email of your desire to join SRRA. There will also be a sign-up sheet at Saturday’s meeting. I hope everybody will join. Remember that dues payment is voluntary.
2. Eligibility to vote:Eligibility to vote at Saturday’s meeting (or to run for office) is limited to residents who have eithercontributed at least $100 to road maintenance during the past year, or who are current in their assessments in their homeowners’ association. Residents can pay their $100 (minimum) at the meeting, and if you don’t remember if you have paid, we will bring a record of prior payments to the meeting.
3. Director Candidates:The SRRA bylaws call for five elected directors. Currently, there are four announced candidates:

Ron Billingsley
Jim Garland
Susie Schoenfeld
Please email or phone me if you would like to be a candidate or wish to nominate a neighbor. Write-in candidates during the meeting are also encouraged. Candidates will be asked to make a brief statement about their backgrounds during the meeting.
4. Voting Rules:Eligible members can cast one vote for each parcel of property owned, whether the property includes a building or is vacant land. HOAs can cast proxy votes for their members, unless HOA members wish to cast their individual ballots. If you are in an HOA, but wish to cast an individual ballot, please let us and your HOA representative know at the meeting. (There are other conditions pertaining to HOA voting, which you can read on the SRRA blog site, mentioned below). If you cannot attend the meeting, you can also give your proxy vote to a neighbor.
5. Association Officers:Immediately after the general meeting, the newly elected directors will hold a meeting to elect officers (president, secretary, treasurer).
6. Blog site:There is a new SRRA blog site at http://spurranchroadassoc.blogspot.com
This site was created by one of your interim directors, Kerry Armour, and is a good place to post comments, ask questions, find minutes of meetings and read general announcements. It is still in its formative stages, but will become more comprehensive in future months. Check it out!
7. Other Meeting Agenda Items: After the election, the directors will report on (a) the current finances of the association, and (b) a proposal to make a permanent improvement of the road between Rte 285 and the mailboxes (0.9 mile). This proposal will be taken up by the directors at their meeting, which follows the general meeting.

From Sept 11. 2011 Interim Director's meeting

                                                     SSRA Member and Voter Eligibility 

1. All owners are entitled to membership if their property abuts SRR, or if they use SRR for primary or secondary access to their property. Further, all owners are subject to the other relevant provisions of the Bylaws.
2. A voting member must be current in SRRA dues and/or assessments. For the initial members’ meeting, members who have contributed at least $100 toward SRRA(either directly to the Association or through their HOA assessments) prior to voting are considered voting members.
3. Voting members may cast their votes in person at a valid association meeting or may give their votes to another voting member or to their HOA to be cast in proxy at a valid association meeting.
4. Unless an HOA elects not to represent its members to SRRA, then each property owner in the HOA is automatically considered to be a member of SRRA, unless such property owner declines SRRA membership in writing (or by e-mail) to SRRA.
5. If an HOA votes by proxy for its members, it is entitled to the number of votes of the parcels of the HOA whose owners are current in their HOA assessments, provided that the HOA contributes at least $100 apiece on behalf of those parcels to SRRA (in the first members’ meeting), or at least the current SRRA dues/assessments for subsequent meetings. Further, all HOAs are subject to the additional provisions of the Bylaws.
6. An HOA which votes by proxy for its members must give a list to SRRA of the names of its assessment-current property owners (since only assessment-current members of an HOA are eligible to become officers or directors of SRRA).

The Spur Ranch Road Association is finally a reality!

The Articles of Incorporation were filed with the State this past Tuesday (August 30) by our attorney John Hays. We should receive confirmation from the State in a few days, with the effective date being the date of filing. You should already have received a copy of the SRRA bylaws (which changed slightly, on the advice of counsel), but email me if you would like another copy.
The State requires that a Board of Directors be named in the filing, so I solicited “volunteers”to serve as niterim directors. Their major responsibilities are (a) to convene a general meeting at which an election for permanent directors will be held, (b) to purchase insurance for the directors and officers of the association; and (c) to open an SRRA bank account. Your interim board members are: myself, Kerry Armour, Ron Billingsley, Bill Davis, and Bob Hutchins.
As part of our first responsibility, therefore, this email serves as a formal fifteen day notice for the first official General SRRA Community Meeting. 


Here are the specifics:

3:00 pm – 5:00 pm
Eldorado Community Center Classroom

At this meeting, we will conduct an election for the five permanent board members, plus answer questions, receive suggestions and comments, and tell you some of the other activities we have in mind. We’ll send a follow-up email in a few days with specifics about membership, eligibility to vote (outlined in the Bylaws), and election details. In the meantime, please think about whether you would like to serve as a director and/or to nominate one or more of your neighbors. I’d appreciate your emailing me the names of potential candidates, but it will also be possible to make nominations from the floor. If you have any questions or thoughts about the directors’ job, feel free to call me (466-8833).
Please keep in mind that SRRA is a voluntary organization. There is absolutely no downside to membership (dues payment is also voluntary), so I hope all of you will choose to become members. All residents who use the road as a primary or secondary access to their property are eligible to join. Voting privileges and director positions, however, are reserved for dues paying members. (For the initial meeting, anyone who has paid $100 or more for road upkeep during the past year, or whose HOA has contributed an equivalent amount for its members, is considered to have met this requirement. Members can also pay the $100 during the meeting, in order to be able to vote.)
Pulling together this new association has involved the efforts of many of your neighbors. In the long run, however, we all stand to benefit from the new association, both in terms of wear and tear on our vehicles, but also in terms of property values and salability of our properties. Thanks to all of you who have helped make SRRA a reality.
